This would defy the very purpose of getting a console out there, which is built solely (or almost solely) on the idea of a closed eco-system of controlled apps and software that brings in money in some form or another for the manufacturer. They don't want people to buy the same games on the PC (and for less), without getting any money out of them, and allow the playing of said games, for free, through their console. They want people to buy games made for their system, because that generates money for them. So I don't think this is going to happen anytime soon. Then they get a cut out of every title sold on top of that.

Sony, Microsoft and Nintendo, all of them charge a big fee for "certification" before a game is released, and then charge again for every patch that gets released as everytime, the game needs to be "re-certified". All big three console manufacturers get a cut in every game sold for their respective system. I don't think this could happen in any foreseeable future.
